Microsoft just issued an exchange service advisory for the Root cause of this issue. It is an exchange issue.

Title: Some users may see two tabs opening when clicking on URL links in Outlook on the web
User impact: Users may see two browser tabs opening when clicking on URL links in Outlook on the web.
Current status: We're continuing to monitor the progression of the deployment and anticipate it will be complete and the impact remediated by our next scheduled update.
Scope of impact: Some users that click on URL links in email messages on Outlook on the web may be impacted.

Root cause: A recent service deployment to Outlook on the web contained a code regression that's causing duplicate browsers to appear when URL links are opened.

Microsoftrgrisi Hello - Can you provide more information? I've updated to Stable Version 129.0.2792.79 and switched to new Outlook and not able to reproduce. Does this only happen with specific types of links? Thanks!

Hello,
I’m using an Outlook plugin that launches an HTML form within a custom task pane control. After a recent runtime change, we’ve noticed that when opening the email window, a smaller window briefly appears for a few seconds before the full email window opens. This issue occurs across all machines with WebView2 version 129.0.2792.79.
Could you confirm if this issue is related to this known issue, or should we report it separately as an unrelated issue?

- My issue was with Exchange and was resolved without a browser update. as shown in this thread. I'm glad your issue was resolved as well.
- my issue gets resolved with version 130. Can you please share some details whether it's a known issue with 129 and if any workaround apart from installing the 130 ?
