Edge Sync w/ MS 365 Basic and Business Standard
For the last couple of days I have been trying to set up Edge Sync for my work account but no matter what I try and can't manage to configure it and this has led me to this post.
I had a Exchange Online Plan 1 and I switched two days ago to a Microsoft 365 Business Basic license. In the Office 365 Admin center I see the following licenses for my account.
- Microsoft 365 Business Basic (0 of 1 licenses available)
- Rights Management Adhoc (9999 of 10000 licenses available)
This company is just me (freelancer) and I am the admin meaning that I have full access to the Entra and the Office 365 Admin center.
Edge says for my profile related to my work account: Sync isn't available for this account
In the output of edge://sync-internals, I see the following:
- AAD Account Key Status:
- MIP Result: Service disabled
- Actionable Error:
- Error Type: DISABLED_BY_ADMIN
- Action: STOP_SYNC_FOR_MIP_DISABLED
- Error Description: Microsoft Information Protection service is disabled
On https://admin.cloud.microsoft I see that I have the Microsoft 365 Business Basic license and the Microsoft Azure Rights Management Service enabled. My account is a Global Administrator.
Microsoft Edge takes me to the following page when I click on the Learn more link below Sync isn't available for your account:

On the page is a section titled Supported environments and it lists Microsoft 365 Business Premium, Business Standard, or Business Basic with the following note:
Microsoft 365 Business Basic or Business Standard can support Microsoft Edge sync, but tenants created before 2021 need to have Microsoft Purview Rights Management Service (RMS) - RMS_S_BASIC enabled. Customers can check if RMS is enabled in their tenants by following Get-AipServiceConfiguration (AIPService) | Microsoft Learn. Customers can enable RMS in their tenants by following Enable-AipService (AIPService) | Microsoft Learn. Customers that are having a sync issue should review Diagnose and fix Microsoft Edge sync issues and Reset Microsoft Edge data in the cloud before filing a support request. Business Premium includes Microsoft Entra ID Plan 1 and Microsoft Edge Enterprise Sync Services are available, see Microsoft 365 Small and Medium-sized Businesses
My tenant is a tenant created before 2021. If I follow the steps to check if RMS is enabled, I get an error when running Connect-AipService, my account uses MFA and I see the popup to login but I immediately get this error:
connect-aipservice : The attempt to connect to the Azure Information Protection service failed. Verify that the credentials you are using are correct and try again.
If I navigate to https://portal.azurerms.com I am redirected to https://portal.azurerms.com/#/error?code=10001 and I see the following message
We are unable to locate the account <hidden>. Below are a few reasons why this could occur:
Your IT administrator has disabled RMS.
Your organization does not have RMS. Click here to sign up.
When I click on 'here' to sign up I receive the following message:
You already have a license for Microsoft Azure Information Protection.
I am lost. What else can I try without the need to upgrade to a more expensive Office 365 license?
