Edge Stable ignores taskbar icon setting in the master_preferences file

I have set

"do_not_create_quick_launch_shortcut":true,
"do_not_create_taskbar_shortcut":true

in the master_preferences file.

I am logged in and install Edge via SCCM.

The Install finished and all looks fine. No icon in the taskbar even when i start the Edge.

After then i log out and sign in with another user (new profile).

Now i see a taskbar icon with the target:

"C:\Program Files (x86)\Microsoft\Edge\Application\msedge.exe"

Why ?
