edge popup in GPO applying but edge GUI shows blank

I have a user GPO with a list of sites to allow popups but its only working on some PCs and not others. They all have the list under: Computer\HKEY_CURRENT_USER\Software\Policies\Microsoft\Edge\PopupsAllowedForUrls

when I look in the gui there is no list. working and non working are both at the same version: Version 93.0.961.52 (Official build) (64-bit).
