Edge Kiosk: Blank-target links open in same tab/window

I am facing the same exact issue and it has been frustrating trying to find a solution. How is the public browsing experience working for those of you who have tried it?
I'm on it again. But I don't understand how the public browsing option is supposed to work as a kiosk. When I use it with the "Custom User Interface" policy ("C:\Program Files (x86)\Microsoft\Edge\Application\msedge.exe" --kiosk https://www.examplewebsite.de --edge-kiosk-type=public-browsing) Chromium Edge opens as a window that can be MOVED and CLOSED. Behind the window is blackness. When I close the window it does not restart. I'm just left with blackness. That is not suitable for a kiosk. Am I missing something?
