Edge IE mode works sometimes

It sounds like you are experiencing the same behavior from this thread:

The only way I'm able to avoid this is by configuring the Enterprise Mode site list in Computer Configuration > Administrative Templates > Windows Components > Internet Explorer or in HKLM\Software\Policies\Microsoft\InternetExplorer\Main\EnterpriseMode\SiteList.
