Edge 117.0.2045.40 ignores new tab policies

For a split second I randomly get MS News or something? I use Bing, MSA, but I want the new tab without a clutter. https://gyazo.com/f21de58ede696a6ef48772f3d78635ca

Yes it is the default tab with polices disabling all the content.

EDIT: It seems that this issue happens after I visit msn.com, particularly:

TairikuOkami Hello - Can you share which policies you are currently using for the new tab page?

Are you using NewTabPageContentEnabled, NewTabPageAllowedBackgroundTypes, and NewTabPageQuickLinksEnabled?

Also, the issue only reproduces after visiting that specific URL or any article on MSN.com? Thanks!
