Automatically import another browser's data and settings at first run does not import Home page

I am using the GPO "Automatically import another browser's data and settings at first run" to import settings from IE. The favourites import correctly, however the Homepage does not.

If I manually go to favourites and click import, and select Home page it imports it successfully.

We are using version 81.0.416.72 (Official build) (64 bit)
