You can now sync "Collections" in Edge Dev.
This new option is part of the "Controlled feature Roll-outs".
Which channels have you tried ?

HotCakeX I have two computers running the Dev Channel, both have the latest update. I read the "Start syncing your collections" update on the update page saying "the feature" now defaulted to on. When I checked my laptop's settings the collection sync feature was already defaulted to "on". So I assumed it was on by default on the other computer, wrong, my desktop didn't default to on like the laptop. I turned it on for the desktop and it started syncing.
False Alarm, it is working!
