The flag seems to no longer be there in Version 97.0.1072.21 (Official build) beta (64-bit) 😕
Sadly Microsoft has decided to remove the functionality in order to force people to use the Internet Explorer style flyouts. You can restore the option by turning on the "Temporarily unexpire M95" flags and "Temporarily unexpire M96 flags" but the fact it's been expired means the ability to reenable it will be going away in a version or two 😞
