Windows Explorer Won't Run

After installing the latest update on 2023-09-27 Explorer.exe refuses to run.

I have tried running it from Task Manager and from Command Prompt.

I even set a key in the Registry to try to force Explorer to run on start up (also didn't work).

I can't even open the Settings window to run Windows Update.

Any programs I want to use needs to be opened from Task Manager (which is not ideal).

Any ideas how to fix this issue.

    I have managed to fix the issue and Explorer.exe is now running as it should. Not too sure what I did to fix it but it took me almost two days. Weird Gremlins in my system. LOL.
