window border is missing in the devtools when undocked (dev & canary)

Hi,

for multiple weeks now, my devtool undocked window did not have any window border, so I can't move this window on the screen.

I did a reset of the devtool options as well as edge itself, no change.

I also have a similar issue with some dialogboxes opened by web sites.

this impact my dev and canary editions

I think 2 weeks ago only the canary edition was impacted, not the dev version, now both of them are impacted.
