Where can I register a complaint for the lack of support for MS SQL Server in Win11 Arm

I recently purchased a fully license version of Windows 11 for Arm which I am running in Parallels 19 on a MacBook Pro M1.   Windows has been running great and I have many applications that run just fine.  However, for my job I am required to run some scientific software that requires the installation of an instance of MS SQL Server database so that a custom database can run.  So far I have been unable to get a fully working version of MS SQL Server to run under Windows 11 Arm.  All products are  Microsoft products and I am using their released latest version of SQL Server installer, etc.  Does Microsoft ever intend to address this issue?  Are they never going to have MS SQL available for Windows 11 Arm? If so, how do I get my money back for the MS Windows 11 license that I purchased and can't use?  Where is the official channel to register a complaint?
