I would also like this feature and completely agree with you!
The Ctrl+Shift+, shortcut feels okay, but I personally don't understand it's utility; I don't find myself wanting to quickly switch back and forth between vertical and horizontal tabs.
To get the most out of vertical tabs, there needs to be a way to quickly pin and unpin the vertical tab actions menu.
Edit: I have been using Firefox recently (on a dual-booted machine) and they have this feature implemented with shortcut Alt+Ctrl+Z. I absolutely love it; makes the experience so much more streamlined!
