Unable to turn off security network

Since Edge 134 I'm no longer able to turn off security network. 

Security network seems to disappear from the settings and enabled by default, which makes me unable to access local services.

I found this because I see my ISP becoming "Cloudflare", instead of my real network provider. You can access https://whatismyipaddress.com/ to see your ISP, if it's showing "Cloudflare" you are a victim. 

Please fix it ASAP otherwise I will have to switch to Chrome.
