Unable to send feedback with recent versions

After doing a recording with Send feedback, I hit the "Send" button and it greys out and just sits there.  It's got a "no" mouse pointer when I move over it.  Did the same thing yesterday when report...

Still broken with 139.0.3385.0.  Hitting "Send" just greys out the send button.

      The issue is "include this screenshot".  If I answer "no", I can submit feedback(with "record my problem")
