Two-finger touchpad precise-scrolling stop working randomly

This issue has been in Microsoft Edge for a long time (more than a year): two-finger touchpad precise-scrolling sometimes stop working randomly and then restore working after a while.

The phenomenon of this issue happening is that the scrolling behavior doesn't track your two-finger gesture precisely and instead it behaves like you are using the mouse wheel to scroll the page.

It is really hard to reproduce as it's happening randomly, and no way can guarantee to reproduce the issue.

But there is still a way that may reproduce it if you are lucky enough:

1. Navigate to a website containing a textarea (for example, the content editing page of the Edge Insider Discussion)

2. Scroll to the textarea

3. Click the textarea and leave your pointer in the textarea

4. Input or edit some text

5. Use two-finger gesture to scroll the page
