MikeL99 Did you happen to install this app named "HEVC Video Extensions from Device Manufacturer" from Microsoft Store (https://www.microsoft.com/en-us/p/hevc-video-extensions-from-device-manufacturer/9n4wgh0z6vhq)? I uninstalled it and Apple TV+ became functional afterwards.
