MissyQ I don't see Smart Copy in Dev, might be one of them Controlled Feature Rollouts, but at least next week you have to include this sentence: "Have you noticed Smart Copy yet? Send us feedback and tell us how it's working!" because I see it in Canary. It was available in version 88.0.705.9 for Canary, see this post: Smart Copy is Available in Edge Now! - Microsoft Tech Community
Maybe it won't come next week, that would be because it's not ready yet or not stable enough to move from canary to dev channel.
