I've had it for the last update not counting todays, which I've not gotten yet on Canary, Version 89.0.726.0 (Official build) canary (64-bit).

This is the notice people want to disable.
If you have developer extensions installed, it shows up every time you start Edge. Based on my experience, if you do not dismiss the notice by clicking on the X in the upper right hand corner each time it appears, then Edge will automatically disable all developer extensions, which is very annoying.
My understanding is that developer extensions are treated this way in Chromium to prevent websites from surreptitiously installing them and bypassing the safety features in the web store. This allows these extensions to do things like inject ads or change your settings in weird ways (set your search engine to some random website).
I'd like to disable this because I use some extensions that are too radioactive to be hosted on the official web stores (ahem, bypass paywall extension). The only way I can install them is in developer mode, which means I see that notification every time I open Edge.

I don't think so, that option only disables F12 shortcut for opening developer panel.
