The new Edge(release) is displaying only in Chinese
Please note that the default new tab page is actually a website and it has its own language setting. Try to change the language of the page like this:
Click the gear button on the top-right of the page > select the fifth menu item (Advanced) > choose your desired region/language in the drop-down menu. The page should reload with the new setting.
Change the region/language for the Edge default new tab page.

If in case the settings seems to revert by itself you may want to clear the browser cache and cookies.
There is a setting that might also be related to your problem: Settings > Start, home, and new tabs > New tab page > Preload the new tab page for a faster experience
(or URL: edge://settings/startHomeNTP)
Default is on, try to turn it off and clear browser cache and cookies.
Note: If you are using InPrivate mode or you cleared cookies when closing Edge, the new tab page cannot save your preference since it use cookies.
Note#2: Technologies which change your IP like VPN, when combining with InPrivate or settings to clear cookies, will probably interfere the new tab page's geolocation detection and preference saving, and thus always shows a different language. Such users, or those who want to change the new tab page URL, may consider installing https://microsoftedge.microsoft.com/addons/Microsoft-Edge-Extensions-Home.

I have tried changing the language in Settings and on the start page. It keeps coming back to Chinese. The menus in Edge Settings are in English and US English is selected (I tried just "English" too). The menus on the start page like you showed are in Chinese and every time I try to change the settings to English it reverts to Chinese.
- warchemMar 15, 2022Copper ContributorI found out the cause. It was my VPN. Despite being connected to a US server, when I used my VPN Edge was in Chinese. When I shot off my VPN it went back to English. Weird.

Unless you are trying to hide, or using out of region Netflix, there is no reason to use a VPN. Everything of importance is already encrypted (browsing, banking, shopping). And the VPN provider can read your traffic. So get rid of it.

Glad you found the root cause. Nowadays most sites detect visitor regions by IP-geolocation databases but it caused many problems like your case.
If you are using InPrivate mode or you cleared cookies when closing Edge, the new tab page cannot save your preference, and returning to the detected region.
