Tab Previews enabled in Canary

Hi there,

In Canary Build 90.0.816.0, Tab Previews seem to be enabled by default for me.  find no changes yet from the Chromium implementation present as flags. 

I suppose this is in CFR right now and more changes may be expected to roll out in the configuration.
