Landing here in 2026 for anyone still looking: since Edge is Chromium-based, a free open-source extension I built called https://chromewebstore.google.com/detail/bookmark-icon-customizer/fhngdjipelbebhdnkpealakcckpjpjpn installs directly from the Chrome Web Store and covers exactly this. Right-click a favorite, upload an image or pick from 14,000+ Material icons; the icon survives restarts and works on bookmarklets too. Wrote it after the old Bookmark Favicon Changer got delisted.
