Good news!
they listened and added what was requested here, scrollbars on the new tab page/start page/NTP
here is the screenshot of it in the lastest Edge insider Version 80.0.359.0 (Official build) canary (64-bit)
Also i tried it in all available NTP layout, the scrollbar is available in all of them 🙂
