Sending Collections to OneNote requires sign in to browser?

I was excited to see that Collections could be exported to OneNote with build 87 as OneNote 2016 is my main go to app for documentation of everything.

I then was disappointed to find that I couldn't use it because I do not sign into the browser.

Why is signing into the browser a prerequisite for sending a collection to my local copy of OneNote?
