To be more direct, the real issue/concern here is, when it comes to short scrollers, the mouse wheel "UX efficiency" of Edge is a lot worse than Chrome's. This will result in people thinking Edge has "slow" scrolling compared to Chrome and might even drive some people to use Chrome! Please consider increasing the percent for notched mouse wheel percent-based scrolling
