The read aloud feature in PDF in Microsoft Edge(Chromium) is recently introduced to the Canary and Dev Channel and will be coming soon to the stable channel.
If you want to use this feature right now, I will recommend you the https://www.microsoftedgeinsider.com/en-gb/download/ which has this feature but note that dev builds are updated weekly and they are sometimes unstable to use.
