Dev channel update to 83.0.467.0 is live

DavidGB (and everybody else seeing high CPU use), we think this actually has something to do with heavy Javascript use in general, since it's also been seen in non-extension processes. It seems to be very random though, meaning that it's hard to get into this state on-demand. If anybody can find a way to reproduce this on demand, it would really help our investigation!

Not only this but one of the way I can reproduce. I've seen this issue even on new tab page. Sometimes closing one tab page with high CPU usage will get another tab page to become high CPU usage.
