Well, this is peculiar... I have the overlay scroll bars, just fine & without any flag.
I, still, have the smooth-scrolling flag enabled.

Overlay scroll bars have been an issue for the last couple builds. Some people who don’t want them have them and can’t turn them off. Others are like me.
The “smooth scroll” option is there, but just like last time we discussed it it does not fix the problem. There was another person who said it was there “experimental” scroll option and it indeed fixed it. Now that option is gone and it’s broken again.

True..seen lots of people having the same problem as well. I have scrolling problem on a few websites that use infinite scrolling to load content
