The issue about navigation bar not appearing doesn't seem to be any Edge build related but to be website related as I checked the website in IE11 also and the issue was appearing.

The good news is that my team runs that page too, so David Rubino and I work closely with its site admins. We are happy to confirm that there was a brief technical outage yesterday, and it should be back to normal today. Please let us know if you see anything else.
