Microsoft Edge RESTORE creates multiple Duplicate Tabs

STEPS:

1. Have 2 or more Windows of Edge Open with multiple tabs in each window
2. End Task Microsoft Edge
3. On restarting Edge (after Windows restart), it prompted to "Restore Tabs"
4. Click on "Restore Tabs"
5. Popup was still available
6. Click "Restore Tabs" again

ISSUE 1:
My 2nd window does not get restored

ISSUE 2:

Every time I click "Restore Tabs" the same tabs open up in the Edge Window that was restored.
