Normal user is non-admin user? because there is no such thing as normal user
- Well I mean a Windows 10 pro user and the account isnt' using a domain computer
- Domain controller or group policy is not required in order to use WDAG, whether it's InPrivate mode or not.
just turn the feature on as explained here (it's still the same procedure)

- I don't use any domain controller and I can access WDAG without any problem
