Mailto forms won't work with IE or Edge

It's been a while since I did any web work so things might have changed. I'm making a simple mailto form for a friend's small business page and when using any MS browser it will not send the form data to my default email app. I get the message that it's sending the info via email and it opens up my default mail app but that's it - a blank email. Tried it on 4 diff PCs.

Using Firefox or Chrome is fine and there's no issue.

Does MS/IE/Edge no longer support that code or something?
