[Linux] Support Hardware Accelerated Video playback

Hi,

Chrome on Linux and Chromium builds contain support for Hardware Accelerated Video Playback for Linux platforms. Currently it's not supported in all platforms, but predominantly works in Debian/Arch based distros. This feature flag seems to be disabled in Edge Linux builds.

Please bring the HAV into Edge Linux
