issue: the scrollbar on the New tab page is not dark when Edge is in dark mode

In the spirit of Windows 11 making lots of polish fixes and improvements to dark mode, I noticed in Edge Canary that the scrollbar on the New tab page is still light when Edge is in dark mode... it sticks out like a sore thumb and looks awful.
