Is this a known behavior? (new Downloads design)

Since the Downloads and History tabs got a more compact redesign, like a few months ago, I've noticed whenever I open the Downloads from the top-right icon, it always scrolls just below the first download in the list, so technically it would show me the second most recent download instead of the first. I have to manually scroll to the top to see the very most recent downloaded file.

Is this a known 'bug'? Or is this intentional?
