Is the Edge Addons directory broken?

I'm having a few issues - which is happening across multiple browsers and operating systems.

First, half the time logging in doesn't work here:

99% of the time it just redirects me back to the directory without logging me in.

In the rare cases where I have been able to get logged in, it's impossible to rate an extension.  It just comes back with a message saying that a rating can't be posted.

This is happening across multiple browsers, operating systems, Microsoft accounts and Edge extensions...
