RichJ101 we have a new feature in Edge named "Web capture" which provides the functionality to take full-page as well as scrolling selection screenshots and annotate them using ink. Have you given it a try?

I have - it doesn't do much more than any screen capture would do.  I don't want to have to keep an extra index of files for the web pages I've marked up.  and the tool doesn't even have text note capability.
