Image Hover Issue

I'm having the hardest time turning off image hover even though I've turned off the feature in the appearance settings.  My issue is that if my cursor is hovering over any image, even if the image is below a websites own context menu or context window, and I press the CTRL key, any image below the menu's triggers the image popup to happen. I'm pressing CTRL as part of the 'CTRL + C' shortcut key so I can copy text or a URL, but the second I press CTRL, the image popup happens.  I'ts been frustrating as hell because I now have to right click the highlighted text to copy, and also to paste.  It's just not very efficient.  Anyone know what I'm missing?  Thanks.
