How to report bug when Edge is too badly damaged?

I've sent two reports: one with recording, but the issue was not manifesting, and previously one without recording while the issue was manifesting.
I would try again from Feedback Hub (Win10) but when the issue occurs, I am not able to launch any new apps, so neither Feedback Hub.
In case your issue occurred when your system is not working, you may take a recording using your phone or a digital camera and then copy it into your PC and send it. However, normally when there is failure, it will be logged and when you send a report it will be sent too.
