How to change download path in Edge? Really change it because it ignores the setting

I am using Edge Version 114.0.1788.0 (Official build) dev (64-bit) and I manually set the download path to my system Downloads directory, but Edge insists on saving files here: AppData\Local\Temp\MicrosoftEdgeDownloads

I categorically do not want anything saved where I cannot find it. How do I change this behaviour?
