How come Edge Chromium still doesn't have PDF commenting

I loved using Legacy Edge for reading my lectures on my Surface Pro due to the inking, commenting and highlighting. But as of 09/09/2020 commenting still hasn't appeared.

What gives, why make a new product with fewer features?
