HEVC video decoding broken with B-frames

AmineI I passed it onto our video team, and they thought it was quite weird too, since at least on the Edge side, we didn't make any changes to this in the time since it stopped working, so apparently the bug was always there, and the new version of the extension just happened to start triggering it!

We're continuing to push the owning team to fix bugs on this, but to be clear, the bugs are being fixed by the team that owns that HEVC extension, and so it's the release of a new version of that extension that you're waiting on.
- Good to know that work is being done on fixing this issue.
- This week's Dev build has made a fix that we think works around the issue until the next update to the HEVC codec pack gets released. Do you notice any difference in the latest Dev channel build?
- I use the free and pay package, all is broken, wish they fix it asap.
