Handwriting/Inking panel not provided automatically when using Surface pen

As stated, whenever I want to input something with ink/handwriting I have to manually bring up the input panel from the system tray.   This is terribly annoying and inconsistent with the Surface experience.

This is a problem with text boxes on a web page and even the address bar(!).

I have been waiting patiently for several months for this to get implemented and I have seen nothing about it.

I am running Edge Dev on a Surface Go, with a Surface Pen.
