Favorites bar items also shown as top-level items under Favorites button?

I absolutely hate that the items in my Favorites bar are displayed as top-level items when I click the Favorites button and all my regular favorites are clumped together under "Other Favorites". What's the point of that?  I would prefer the favorite bar items to be grouped together like they were in the old Edge when displayed after clicking the Favorite button (in top-level group "Favorite bar") and the items grouped together under "Other Favorites" to be moved back to the top level display for the Favorites button fly-out.

Basically, bring back the old Edge Favorites button behavior.

Or at least let me configure this behavior the way I want.
