Hey there,
I've been experiencing this too for at least the last 2-3 weeks.
for example I add a new website to my favorites and it goes to the end of my bookmark toolbar, then I drag it and drop it on the first row to be visible on my toolbar. after a few Edge browser open/closes and like 30 mins later, the bookmark will jump back to the end of the list and I have to do it again to bring it back.
