Every tab in MS Edge is titled "Untitled" and I cannot even open settings

I have read other posts in the forums, etc.  Some mention an issue with third party security software specifically ESET.  I have no third party software.  I cannot uninstall Edge from Add/Remove Programs.  I did try to modify or repair, and reboot.  Also tried a different user and the admin user.  No luck.  I am running Windows 11 Home and Edge 128.0.2739.42.  I cannot open anything in Edge- Settings, private or regular web tab (only shows "Untitled" tab), extensions...  This is only with Edge, other browsers like Chrome work fine.
