Edge Saving Files with no Permissions

Hello

When using Edge I can download files using the Download option to a network share and access them with no problems. However, when clicking the Save button in Edge, the files save to the same location, but they can't be opened. I checked the permissions on the files and they have no permissions whatsoever. I know it isn't because of the permissions on the parent folder because I can access those files if I choose the Download option. It's only when I use the Save button that the permissions are all missing. It's Windows 10 1909 and Edge version 91.0.864.41. Any ideas what could be stripping the permissions out?
