We are having this exact issue and really annoyed that form fill is not being honored for custom fields. This should have been part of the ADMX as #1 priority.
Our clients are being offered to save sensitive data that should not be prompted to be saved from a custom form.

- Update to this had a premier call and this issue is resolved in Edge version 96.0.1054.34 or greater. Edge will honor the auto fill group policy setting.
