Edge on Android, why is this missing in Beta version

On Edge for Android, there is a Flag:

New Bing Always show on toolbar

This appeared in Canary several weeks ago. I note that this week, there are flags in Dev and Released Versions, but nothing in the Beta Version. Was it a mistake for it to appear in the released version? Or is it a mistake it is not in the Beta version?
